About Us

Community Alliance Relief & Empowerment Services (CARES) established in 2021 is a not for profit, community-based organization dedicated to supporting immigrants on their journey to fully integrate into the community by providing personalized assistance around housing and other public benefits. Our organization is set up to empower individuals to achieve their full potential. Through partnership with other community-based organizations, we bring relief and support to immigrant families and provide access to services, which would otherwise be out of their reach.

We envision a thriving, economically sound, and socially inclusive immigrant community who have access to key integration services, helping them to transition and settle in a new environment and foster independence and self-sufficiency.


Leadership

  • Rose Vital

    Executive Director

    Rose is a dedicated, pragmatic business professional, with a can-do attitude who has always wanted to get involved in her community and give back. As Co-director for CARES, Rose is able to further her calling by empowering immigrant families to live their dream and obtain their full potential. She currently works as a full time mortgage loan officer, focusing on the first time homebuyer. She is passionate about uplifting her clients and empowering them to become first time homebuyers. Rose holds a bachelor’s degree in Business Administration and Finance from Northeastern University and a master’s degree in Public Administration.

  • Dr. Edner Cayemite

    Boston Chapter Director

    Mr. Edner Cayemite is the Boston Chapter Director of CARES and an influential leader in community empowerment. In these roles, he has dedicated his career to empowering urban communities, especially through initiatives that engage ethnic minorities in research and advocacy. His research focuses on creating frameworks that promote youth involvement in decision-making, as well as developing systems that integrate services, education, and the economy in urban areas. In addition, Mr. Cayemite serves on several boards of non-profit organizations, furthering his impact in driving meaningful change.

  • Frances Lemaire

    Deputy Director

    Frances is a strong advocate for addressing poverty alleviation and inequality, and championing services that provide dignity and empowerment to those she serves. Throughout her career, Frances has been deeply involved in working with the Haitian immigrant community and youth in Massachusetts and Florida and has worked to improve financial access for rural farmers and businesswomen in Haiti. As Co-Director for CARES, she is dedicated to providing newly arrived immigrants with much needed access to the services they need to thrive within their communities. She now works as the Senior Policy and Partnerships Officer for a public health nonprofit, based in Boston. She holds a bachelor’s degree from University of Miami in International Relations and Anthropology and a master’s degree in Public Administration.

CARES is governed by a volunteer, unpaid Board of Directors. The Board brings diverse experience from both the private and public sectors to the organization and provides advice on programmatic planning, advocacy, and fundraising.
